There is a diversity of bodies involved in the preparation of standards used globally. These include governmental or treaty organizations, nongovernmental organizations, and organizations that are either specialized in standardization or involved in other activities.

The extent to which learning standards limit the autonomy of teachers remains a subject of ongoing discussion and debate, but many educators argue that standards do not impose significant limitations on the professional autonomy of teachers. For example, some argue that standards only describe broad learning expectations, and that they do not tell teachers how to teach or even, to a great extent, what to teach. Proficiency-based or competency-based learning refer to systems of instruction, assessment, grading, and academic reporting that are based on students demonstrating understanding or mastery of the knowledge and skills they are expected to learn as they progress through their education. In most cases, proficiency-based systems use state learning standards to determine academic expectations and define “proficiency” in a given course, subject area, or grade level.

However it is always developed in response to a commission by an external sponsor who funds a resource-intensive process which allows it to be developed and published quickly to satisfy an immediate business need. Different subject areas and different user groups have needs for differing forms and levels of standardization, and BSI tries to cater for all these needs. Standards all have the same basic purpose of setting out agreed principles or criteria so that their users can make reliable assumptions about a particular product, service or practice.

Codes of practice are often developed alongside ISO standards to offer supplementary information and aid organizations in understanding and implementing the requirements more effectively. While ISO standards set out the criteria for various processes, systems, or products, codes of practice provide practical insights and guidance on how to meet those criteria in the real-world. They can help organizations tailor their approaches to suit their unique circumstances while still adhering to the overarching principles of the standard.
